at least, at any rate
The same Tony とも who is already in とにかく, except this time he is telling you to set the whole lot aside for a minute and think it through again: ともかく.
とにかく is the same idea with a different vowel and much the same job. せめて and 少なくとも are at least in the sense of a floor, and ようやく and やっと are at last.
