The same narrowing way in as 入る, except that this time there is a hand behind it. The notebook does not climb into the bag on its own. Ee い, ray れる, in it goes: いれる.
入る はいる is the thing going in by itself; 入れる is somebody putting it in. Same split as 出る and 出す.
