Nobody touched it. You are stood at the crossing and the red goes green on its own while you watch. The same かわる as 変える, except that this one does it by itself: かわる.
The thing changes by itself; 変える かえる is you changing it. Careful with 帰る かえる, to go home. All three sit close together.
