The hand goes through the whole place after something that has gone missing. The same saga さが as 探す, except that this one has been lost rather than merely wanted, and the police are at it: さがす.
Same reading as 探す さがす. 捜 is for what has gone missing, a person or a lost wallet, and 探 is for something you want and are seeking out.
