Speech levelled out into a judgement of what the thing is actually worth. The same か as 価値, catchy or otherwise, with a hyoo ひょう of a verdict on top. His has been going up lately: ひょうか.
価値 かち is the worth itself. 評価 is somebody working out what that worth is, and it does recognition as well.
