to take out, to pull out
The hand goes in, takes hold, and brings it out into the light. The same tore とり as 取る, and out it comes in the dust だす. His wallet, from a coat pocket, at the till: とりだす.
Reaching in and bringing something out: a phone from a pocket, a file from a drawer. 出す だす is the plain putting out, with no reaching in.
